Voltage divider

Both directions, because both are real questions: what these two parts give you, and what parts give you 3.3 V. The standing current is printed either way.

3.84 V
12 × 4.7 kΩ ÷ (10 kΩ + 4.7 kΩ) = 3.84 V
Standing current
816 µA
R1 burns
7 mW
R2 burns
3 mW

Logic levels, 3.3 V and 5 V is what this is usually for.

It spends 816 µA holding that voltage, all day, whether anything reads it or not — on a coin cell that is the whole budget. Above 3.3 V it is still too high for an ESP32 pin — raise R1.
